Not an idea, just feedback as i have received an sms asking for a Play Store review.
Reviews and ratings still require a Google+ account. I'm unwilling (as are millions of people) to be forced into one of these, and as such am unable to provide the endorsement I would otherwise be delighted to offer for your app.

My hope is significant app developers such as yourselves will be in a position to convince Google of its poor decision in attempting to force the uptake of Google+ by penalising all those involved in their wider service ecosystem for their lack of interest in Google+.
