Remove "Always vibrate": doesn't make any sense with phone on complete silent.
When the phone's volume is up and vibrate is on, chompSMS should vibrate. When the phone is on complete silent, it shouldn't vibrate at all.
We can't do this without having to change the vibrate option in chompSMS all the time... Because "Always vibrate" makes the phone vibrate even on complete silent, and "Only vibrate when the volume is set to vibrate" doesn't make the phone vibrate when the ringer volume is up and vibrate is on.
Suggested solution:
Remove "Always vibrate" because it doesn't make any sense when the phone is on complete silent.
chompSMS vibrate option should follow the phone's vibrate whether the sound is up or not.

But the "only vibrate when volume set to " option DOES NOT vibrate (as it should) when sound+vibrate is on (which is kinda the default.) That option ONLY vibrates when the phone is in "vibrate only" mode, exactly as the OP said.
This has been a bug in ChompSMS for several major versions, and across several major versions of Android (I first started using Chomp on a Gingerbread device, and Marshmallow is current.)
How is it so difficult to handle following the devices sound & vibrate settings? Or at least to offer comparable/compatible sound & vibration options?
And yes, I would also definitely also like to see the option to get notifications even when I have a conversation open, for the same reason as @simataas gives.

While I agree in principle, there is already an "Only vibrate when volume set to vibrate" option.
The only reason I use the "Always Vibrate" option is because there is currently no other option to receive notifications of any kind while a conversation is open. So when I have a conversation open and I'm multi-tasking I have no other way of knowing when I've received a reply (other than to constantly stare at my phone).
